Regular Meeting July 8, 2013

Present: Chairman Robert Campbell; Vice-President Wilbur Gangaway; Secretary Don Berg; Treasurer Claudia D’Agata; Member Laurel Millix; Financial Consultant David Berto; Recording Secretary Brenda Sullivan.
Call to order: 6:10 p.m.

Old Business
D. Berto reported that he’d received comments from the administrators of the CHAMP III grant application on June 25, that there were 7 comments and he’s working on responses.
He said there was a request for R. Campbell’s résumé, which he’s now received. There also were marketing questions regarding: rents (which he said needed reformatting); energy expenses (CHAMP thought the estimates were too low, but noted Button Hill is a very energy-efficient design); and commitments for other funding.
He said the WHA has until the end of July to submit responses. The next step, he said, will be for CHAMP to score the application and then compare it with others.
D. Berg asked if WHA isn’t approved for the CHAMP funds this time, can WHA reapply? D. Berto said yes, and when the project has Federal Home Loan Bank funding, this would weigh in the WHA’s favor.
R. Campbell also said that WHA can ask for an extension from the Federal Home Loan Bank, when its funding is approved, while applying for other funding.
D. Berto said he spoke with the Savings Institute regarding submitting the Federal Home Loan Bank application and they declined.
R. Campbell said he contacted Webster Bank via a recommendation from Atty. Scaramossa – Robin Gallagher – and learned they are already working with others and so declined.
D. Berto said he contacted Farmington Bank (East Windsor office, Ms. Chris Trazik) and was told they cannot take on the application because Willington isn’t in their marketplace. She recommended some other banks, including First Niagra, but this bank isn’t in the FHLB region.
He said People’s Bank also has applications already in progress, and Bank of America isn’t in Willington’s/FHLB region. He said another option might be Dime Bank (Norwich) and Putnam Bank. He said he’d talk with his contact at FHLB for other suggestions.
W. Gangaway asked about Stafford Bank. R. Campbell said it’s a very small bank.
R. Campbell also suggested contacting CBT in Vernon, and said credit unions probably aren’t an option because they are governed by different laws.
D. Berg asked if insurance companies might be an option. D. Berto said probably not, and asked if he should approach Rockville Bank again. R. Campbell said yes, but only if they indicate they really want to do the work.
D. Berto said he still needs the lease from the town. R. Campbell said it was sent to Atty. Beck’s office for more review. He also said that Atty. Scaramossa has returned from recovering from surgery and contacted him (R. Campbell) today.
D. Berto said he still needs the town to respond to the request to pay Gardener & Peterson from the closed-out former EDI funds. He also asked to be kept up to date on the progress on getting the finalized lease document from the town.
R. Campbell said First Selectman C. Mailhos needs to make a decision regarding paying Gardener & Peterson and then direct the bookkeeper to pay them.
R. Campbell left the meeting at 6:36 p.m.
New Business – Members asked that an update on the contractor selection process be included at the top of the August meeting agenda.
Treasurer’s Report - Treasurer C. D’Agata submitted the Treasurer’s Report: expenses were $53.83 for secretarial services and $1,169 for the Directors & Officers Insurance.
L. Millix moved to accept the report; D. Berg seconded the motion; the motion passed unanimously.
Approval of minutes - D. Berg moved to accept the June 10, 2013 meeting minutes; L. Millix seconded the motion; the motion passed unanimously.
